Upcoming amendments to Finland’s Electricity Market Act in 2028 will restrict the maximum limit for power outages, putting increased pressure on providers to ensure a consistent power supply. At the same time, overall energy consumption is increasing. Sundom Smart Grid provides a “living laboratory” through which to test and pilot the use of smart grid technology coupled with decentralised means of energy production, such as wind and solar power. The smart grid detects faults in the system and provides real-time data to the project partners through a fibre-optic network.

Stormossen is a regional waste management Company, owned by six municipalities in Ostrobothnia, with a total of approx. 107,000 inhabitants. Most of the waste received at the Kvevlax waste treatment plant is utilised as materials, energy, or nutrients for soil improvement. In 2017, Stormossen recycled 98 % of municipal waste. Stormossen biogas plant produces biogas for use in the Vaasa city buses and other vehicles as well as electricity and heat. The biogas plant also produces a high quality humus material out of the biobegradable fraction, i.e. food waste. Vaskiluodon Voima Oy produces electricity and district heating at two separate power plants. One is located on the island of Vaskiluoto in Vaasa and the other by Lake Kyrkösjärvi in Seinäjoki. Together these power plants produce approximately 2% of the whole country`s electricity demand per year. The district heating covers more than 60% of the demand in Vaasa. As its fuel, Vaskiluodon Voima uses domestic wood biomass, energy peat and coal. The company has also adopted globally innovative technologies that allow it to substitute coal with biomass. Both the power plants have also achieved lower flue gas emissions than the current limits set for them, which are valid until 2020. Vaskiluodon Voima is owned in equal shares by EPV Energia Oy and Pohjolan Voima Oy. The company produces electricity at cost price for its shareholders according to the Mankala Principle.
Developing our power plants to be more flexible, able to use different fuels and function at top efficiency, whatever the market situation.
Westenergy owns and operates a modern Waste-to-Energy plant that gives new purpose to unrecyclable material. We utilize it to produce about 40 % of the district heat needed in the Vaasa region and electricity for 7 000 households in cooperation with the local energy company Vaasan Sähkö Oy. Vaasan Vesi was established in 1915 and we still proudly provide our customers with water supply services, of which the most important is to purify and deliver a high-quality drinking water, as well as manage and treat wastewater. We also build and maintain the water pipe and sewer networks and provide customers with planning consultation and expert advice. In the Vaasa region there is significant cooperation across municipalities when it comes to water supply and wastewater treatment. All in all, we serve over 70 000 inhabitants. Vaasan Vesi supplies parts of Korsholm with clean water, and receives sewage from parts of both Korsholm and Malax. The sewage sludge is turned into biogas at Stormossen waste treatment plant in Korsholm and it will be upgraded to run 12 of the city busses by the end of 2016.

Deep Groundwater from Kurikka: Vasa has for long relied on surface water from Kyrönjoki River. In 2012 we started searching for groundwater sources in a nearby municipality and came across deep groundwater in an ancient riverbed. By 2025 we plan to bring this water to Vasa and save in both purifying costs and energy.
Vaskiluodon Voima Oy produces electricity and district heating at two separate power plants. One is located on the island of Vaskiluoto in Vaasa and the other by Lake Kyrkösjärvi in Seinäjoki. Together these power plants produce approximately 2% of the whole country`s electricity demand per year. The district heating covers more than 60% of the demand in Vaasa. As its fuel, Vaskiluodon Voima uses domestic wood biomass, energy peat and coal. The company has also adopted globally innovative technologies that allow it to substitute coal with biomass. Both the power plants have also achieved lower flue gas emissions than the current limits set for them, which are valid until 2020. Vaskiluodon Voima is owned in equal shares by EPV Energia Oy and Pohjolan Voima Oy. The company produces electricity at cost price for its shareholders according to the Mankala Principle.

Westenergy owns and operates a modern Waste-to-Energy plant that gives new purpose to unrecyclable material. Borgaregatans skola was fully renovated during the academic year 2012-2013. As a part of this process solar panels (106 in all) were installed on the roof of the building, covering an area of approximately 100 square metres. The electricity production is about 15 000 kWh/year. This covers about 5 % of the school´s energy need per year. The total gain after the renovation is approx. 17 000EUR per year thanks to the following measures:

Stormossen is a regional waste management Company, owned by six municipalities in Ostrobothnia, with a total of approx. 107,000 inhabitants. Most of the waste received at the Kvevlax waste treatment plant is utilised as materials, energy, or nutrients for soil improvement. In 2017, Stormossen recycled 98 % of municipal waste. Stormossen biogas plant produces biogas for use in the Vaasa city buses and other vehicles as well as electricity and heat. The biogas plant also produces a high quality humus material out of the biobegradable fraction, i.e. food waste. Stormossen combines a cost-effective waste management system with a high level of service, while remaining compatible with sustainable development.
Kvarken Ports was founded at the beginning of 2015 combining the ports of Umeå and Vaasa as a single joint venture. The aim of this co-operation is to develop the ports’ market position in the Baltic Sea trade. Kvarken Ports is also aiming to attract attention as a high-quality and environmentally friendly port pair. In 2014 the city of Vaasa arranged a public architect competition concerning the use of the land in the former Vaasa trotting-track area and the best architect plan was nominated the same year. The aim of the competition was to use all possibilities for the 16.7 hectares. As part of the Regional Growth Agreement 2016 2018 between the State and the City of Vaasa, a project for futures energy efficient and innovative housing area is launched 1.9.2016. The main implementers are the City of Vaasa with University of Vaasa and Yrkeshögskolan Novia. The budget for the project is 300.000 euros. The main objective for the project is to promote the implementation of Vaasas Energy and Climate Strategy through improving energy efficiency, increasing use of renewable energy and new energy related services. The aim is to study, develop and create new business models and processes that are related to planning process, renewable energy systems and energy storage. The City of Vaasa aims to develop processes that supports innovations in land use planning, technical planning, allocation of land for constructions and construction of infrastructure.
Vaasan Vesi was established in 1915 and we still proudly provide our customers with water supply services, of which the most important is to purify and deliver a high-quality drinking water, as well as manage and treat wastewater. We also build and maintain the water pipe and sewer networks and provide customers with planning consultation and expert advice. In the Vaasa region there is significant cooperation across municipalities when it comes to water supply and wastewater treatment. All in all, we serve over 70 000 inhabitants. Vaasan Vesi supplies parts of Korsholm with clean water, and receives sewage from parts of both Korsholm and Malax. The sewage sludge is turned into biogas at Stormossen waste treatment plant in Korsholm and it will be upgraded to run 12 of the city busses by the end of 2016.

Deep Groundwater from Kurikka: Vasa has for long relied on surface water from Kyrönjoki River. In 2012 we started searching for groundwater sources in a nearby municipality and came across deep groundwater in an ancient riverbed. By 2025 we plan to bring this water to Vasa and save in both purifying costs and energy.

We are a statutory joint municipal authority formed by the fifteen municipalities in the region. There are 12 biogas buses, half the of bus fleet, running the streets of Vaasa. But this is not how it always has been and the journey has been long and complicated. The story starts in 2008 when Vaasa hosted the building fair under the theme smart energy solutions. An ecofriendly public transportation solution with biogas buses were discussed, but the investment costs for new biogas buses would have been to big to private bus actors. Some years later in 2011 an initiative was enrolled by politician Per Hellman to start running the city buses on biogas. The initiative fell in positive terms and pre planning with study visits to Sweden were carried out. In beginning of 2017 the system with biogas upgrading to vehicle fuel quality and filling station for buses and private users was up running.
However, the whole story starts back in 1990 when Stormossen started its biogas production. Back then it was co-digestion of sludge from the Wastewater treatment plant in Vaasa and biowaste from households. Due to problems caused by bad sorting and malfunctioning technical solutions there was a second digester built in 1994, as well as a gas engine for electricity production. With two biogas reactors and several more improvements during the years the chicken-egg dilemma for biomethane production was finally solved with the city of Vaasa in 2014. In 2016 building of the filling station and the biogas upgrading unit was carried out. The biogas upgrading is since then done by an amine scrubber, similar to a water scrubber but uses an amine liquid as catalyzer and heat, instead of pressure changes as in a water scrubber. The big advantage of the amine scrubber is the high methane yield about 99 % methane in the upgraded biogas as well as a very low methane slip <0,1%. Since Stormossen is outside of the natural gas grid by 200 km a back-up solution had to be considered. To be able to offer a 100 % back-up incase biogas production, upgrading unit or compressor station goes down, a LNG-tank and high pressure vaporizer with cryopump came as a solution. The system is only used for back-up purposes but also enables a faster market growth in the future than the biogas production can be extended as well as being able to offer LNG or LBG when the “bigger” trucks arrive in the Vaasa region.
